On the topic of User made content It has been done in other MMOs and there are some ways to do it. First and foremost, with this being Bioware and known for good storytelling, they would do great to make that part of the solution. City of Heroes had what they termed the Architect system and it allowed players to make maps for sharing with all others. They were termed as simulations and players could vote on ones they enjoyed. The downside was that you were able to gain XP from running these and of course people could make XP farms for it. A system of diminishing returns or daily limits and lockouts could easily fix this for SWTOR. I could easily see a mode where players go to “Holo-train” and log into simulations for pvp maps and other player made content. They are allowed so many runs a day and are forbidden to do more. Achivements around making content and playing it can be made and when don’t right, only the good rises to the top of the charts and the bad is pushed out.
